The Boulder Festival Lodging Program invites local residents and property owners to provide short‑term lodging for Sundance Film Festival beginning in 2027. The program offers hosts the opportunity to make their homes or eligible units available during the limited festival period while earning income and helping to create a welcoming citywide festival experience.
With a Festival Lodging Rental License, you can temporarily rent your home during the Festival period — helping meet the city’s need for a variety of accommodations. Visit Boulder has partnered with trusted, professional property management companies to make the process simple, safe and stress-free. These partners will help with licensing, guest services and listings so you can participate without added hassle. Or you can choose to self-manage your rental.

How It Works
- Learn about the Festival Lodging Rental License. You’ll also receive notifications of future city-approved Special Festival Events.
- Check with your HOA to ensure short-term rentals are allowed. If you need help working with your HOA to allow short-term rentals during the festival, contact Jill Grano at jill.grano@state.co.us—many HOAs are approving them with majority homeowner support.
- Apply for a Festival Lodging Rental License, or apply for a regular short-term rental license.
- Choose a participating property management partner to guide you through the process, ensuring your property is safe, clean and well presented. Or choose to self-manage.

A property is eligible if it meets the following criteria:
- It is located within the City of Boulder (not in unincorporated Boulder County)
- It can be any type of property ownership (single-family home, condo, apartment, etc.)
- It does not need to be your primary residence
- It can have a valid long-term rental license
- New city rules now allow both long-term and short-term (festival) rentals under the same property
- Applications for this updated license are open, with approvals starting May 4
- Tenant's must receive the property owner's consent to participate
- These updates also:
- Make it easier for executive and corporate rentals to participate
- Allow currently vacant ADUs (Accessory Dwelling Units) with long-term licenses to be used
- Create a path for some affordable housing units to participate, where allowed
- It meets the City’s basic health, safety, and occupancy requirements
- It follows any HOA, condo association, or lease rules that apply

I am an owner‑occupant and live in a single-family home with no HOA.
Owner‑occupants must hold a standard Short‑Term Rental (STR) License or a Festival Lodging License. If you want the option to rent your single-family home beyond just the Festival period (ie CU weekends, Bolder Boulder etc), it is recommended you get a standard Short-Term Rental (STR) License.
I am an investor and have a single-family home with no HOA and no long-term rental license.
Non‑owner‑occupants without a long‑term rental license must apply for a Festival Lodging Rental License.
I am an owner‑occupant, but I live in a community with an HOA. Am I eligible?
Possibly. In addition to City licensing, you must comply with all HOA rules and governing documents. Many HOAs prohibit or restrict short‑term or festival rentals, regardless of City approval.
Before applying:
- Review your HOA bylaws and rental policies
- Confirm whether short‑term or festival rentals are permitted
- Obtain written HOA approval if required
City approval does not override HOA restrictions. Many HOAs are allowing this for the Festival with a majority homeowner approval.
I have a long‑term rental license, and the unit is tenant‑occupied. Can I participate?
The new ordinance (applications are now open and issued beginning May 4, 2026) provides new options for owners of and tenants in properties with Long-term Rental Licenses to rent out their space during city-approved Special Festival Events. Tenants must receive the property owner's consent to participate. Creating meaningful access for renters is an important equity component of this effort. Until your license is issued, do not list your rental on Airbnb or similar platforms without proper authorization.
I have a single‑family home or ADU with a long‑term rental license, but no one is currently living in it. Can I participate without revoking my long‑term license?
You no longer need to revoke your long‑term rental license. Under the new ordinance (applications are now open and will be issued beginning May 4, 2026), property owners can hold both a long‑term rental license and a short‑term festival lodging license simultaneously. This specifically activates ADUs and single‑family homes that carry long‑term rental licenses but are currently vacant. Apply for a Festival Lodging License now.
I’m a renter (tenant) in a single‑family home or ADU (not in an HOA). Can I host during the festival?

In addition to City licensing rules and landlord approval, condo and townhome residents must comply with:
- HOA or condo association bylaws
- Any restrictions on short‑term or festival rentals
Most associations require explicit approval, and many prohibit short‑term rentals entirely.

I own or manage a multifamily apartment building and want tenants to participate, or I want to rent vacant units. What should I do?
Under the new ordinance (applications open now and will be issued beginning May 4, 2026), multifamily property owners and managers will be able to hold both a long‑term rental license and a short‑term festival lodging license simultaneously. This means both vacant units and tenant‑occupied units in multifamily buildings can participate. The framework also creates a pathway for tenants to participate and benefit financially. More guidance specific to multifamily properties will be released as the ordinance is finalized.
I live in a manufactured home. Can I host during the festival?
It depends. Manufactured homes are often subject to separate land lease agreements with the park or landowner. In addition to City licensing rules and landlord approval (if applicable), you must comply with:
- Your land lease agreement
- Any park or community rules governing short-term or festival rentals
Some land leases allow short-term occupancy; others prohibit it entirely. City approval does not override private land lease restrictions.
Before listing, you should:
- Review your land lease carefully
- Confirm whether short-term or festival lodging is permitted
- Obtain written approval if required

Augusta Rule: Under the Augusta Rule (IRS Section 280A(g)), homeowners may rent their primary residence for up to 14 days per year and exclude that income from federal taxable income.
Important notes:
- Property must be a personal residence
- Rental must be fair market value
- No rental expense deductions allowed
- Local taxes still apply

Most standard homeowner or landlord policies do not automatically cover paid guest stays. Confirm with your insurer whether your policy includes short-term rental coverage. If not, you may need to add an endorsement or obtain a dedicated policy.
If you choose to work with a property manager, they can help you select the coverage that is right for you.

Use comparable listings for similar unit types and dates, then adjust for the Festival window. The model we recommend is to first assess what your home could be rented for in a normal January. For comparisons, we suggest AirDNA for data drive-driven short-term rental comps, market benchmarks and rate guidance.
Keep in mind, most Sundance Film Festival attendees are expected to be drive-in visitors from around Colorado, which means they’re more price-sensitive and have plenty of lodging options. Homes priced competitively — rather than significantly inflated for the Festival — are far more likely to book. Use a Property Manager

** This option is best for hosts seeking full-service support, but does cost more.
List on the Sundance Film Festival's Booking Engine
All Short Term Rentals (STRs) are eligible for a FREE Referral Listing on the Sundance Film Festival booking engine. In order for your STR to qualify, you must:- Have a valid Boulder STR license or Festival Lodging Rental License.
- Have the ability to process payments (This can be done on sites like Airbnb or VRBO, or the method you choose. The Sundance Film Festival booking engine does not process payments.)
- Provide guest support (reservation, check-in, stay, cleaning, departure).
- Offer accommodations for all or part of the 2027 Sundance Film Festival (January 19-31, 2027).
- Provide reasonable pricing. If your home is significantly overpriced our team reserves the right to deny listing the property.
Referral Listings Include:
- Link to your website where the booking transaction will occur (Website, Airbnb, VRBO)
- Content and photos provided through the official submission form.
- One-time static display rates entered in the form above
Referral Listings do NOT include:
- Live rates
- Availability and/or synced calendar
- E-Commerce booking capabilities

- Certify your property meets all safety and occupancy requirements.
- Choose whether to work with an approved property management partner or to self-manage.
- List your property as available once the city issues your Festival Lodging Rental License, either through your property management company or on the booking platform of your choice for the approved Festival dates.
How will my home be listed?
If you participate in the Boulder Festival Lodging Program, your home can be listed on online booking platforms like Airbnb, VRBO and other OTAs as well as the Sundance Film Festival Booking Engine.
