BOULDER, Colo., March 24, 2025 – Visit Boulder, the Convention and Visitors Bureau, in close collaboration with the Boulder hotel community, is honored to announce the establishment of the Boulder Lodging Business Assessment Area (LBAA). The LBAA is an innovative initiative designed to directly support Boulder’s lodging businesses and broader hospitality community. The Lodging Business Assessment is set at 2% on gross short-term rental revenue which will generate necessary funding to reinvest in initiatives that strengthen the Boulder economy, with a focus on marketing and sales.
With two new hotels joining the community – the Moxy Boulder which opened in 2024 and the Limelight Boulder Hotel and Conference Center opening later this year – the timing of the LBAA is vital to sustainably managing Boulder’s growth, while continuing to support the long-term success of Boulder’s hospitality industry.
“This is more than filling hotel rooms,” explains Charlene Hoffman, CEO of Visit Boulder. “When our hotels are successful it creates a trickle-down effect that helps our restaurants, retail stores and broader business community to thrive. We are deeply thankful for the enthusiastic support of the LBAA from our industry partners and City Council stakeholders. We are all very excited for the future of Boulder’s vibrant economy”.
The LBAA is expected to generate $2.1 million in its first year, yielding additional resources to attract large groups, meetings and events to meet the demands of Boulder’s increasing accommodations inventory, generate interest in Boulder’s low season, and contribute to citywide transportation and infrastructure solutions that enhance both the visitor experience and resident’s quality of life.

"The support demonstrated for the LBAA by Boulder hotels is a striking testament to the collaborative efforts of Charlene Hoffman and Visit Boulder to bring this program to life. Boulder City Council unanimously adopted ordinance no. 8683 to establish the LBAA on February 6, 2025, which began as an industry-driven effort to build a self-sufficient funding mechanism that would align with both the needs of the hotel community and the City of Boulder’s strategic plan.
“The LBAA formation process has been a model of leading with listening, learning and partnership across the city and across organizations,” said Boulder City Council member, Tina Marquis. “I applaud the leadership of Charlene Hoffman and the Visit Boulder team to bring the LBAA to Boulder. What we do to support the vibrancy of our community is important, but how we do it is also important,” added Marquis.
The LBAA marks a significant step forward for Boulder’s visitor economy, and overall economic health and quality of life. The funds generated will be guided by a board of representatives from assessed hotels starting in March 2025.
